Subject: This is NOT Reel/Roll 21
Regardless of the hyperlinked title, this is actually Reel/Roll 28 in this series of NARA microfilm (i.e., M1900).

Reel/Roll 28 appears elsewhere in the Internet Archives collection, properly titled.

Reel/Roll 21 is excluded from the Internet Archives collection, whether by the proper title or not.

A similar labeling problem exists for what is touted as Reel/Roll 15; it is actually Reel/Roll 21.

I hope the Internet Archives and the Allen County Public Library will resolve this soon, because of the immeasurable significance to Reconstruction-era research.
